 Organization: Danish Refugee Council Position: Protection Program Manager Number of Positions: 01 Location: Buea, South West Cameroon Contract type: National Fixed Term contract Contract Duration: 12 months Start date: As soon as possible Overall purpose of the role •         Overall responsibility for the day-to-day management of DRC’s protection projects implemented in SW/NW/West Cameroon •         Supervise members of the protection team, with direct management responsibility of the 4 protection officers and Team Leaders •         Deliver technical support and guidance to the protection team in close coordination with the protection specialist •         Ensure the quality of the planning, implementation and follow up of all technical and project management aspects of the protection activities implemented •         Represent DRC in external meetings related to protection •         Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s child protection activities   Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, sexual and gender-based violence prevention, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.   Responsibilities: Project Management •         Ensure effective planning and quality implementation of the protection activities while following the budget and work plan •         Assess the daily quality of activity implementation •         Monitor financial spending, and lead on developing spending plans for protection activities as per the work plan and budgets •         Ensure integration with other DRC sectors and/or protection mainstreaming •         Develop projects tools as per needs, after validation by the Protection Specialist and Area Manager •         Work closely with the AM and the Safety and Access Team in terms of security management and activity implementation. •         Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up •         Plan and coordinate proactively logistics and movements of staff from and to different operational areas •         Initiate procurements and ensure their execution •         Ensure distribution plans are prepared and shared with logistics and the Area Manager in a timely manner HR/team management •         Lead and manage the Protection team (including people planning, performance, well-being and development) •         Provide technical support and inputs, including staff training on protection topics, with the support and validation of the Protection Specialist •         Organise weekly meetings with the protection team to set-up objectives and follow-up on implementation •         Ensure staff’s capacities are built: review performances and create training plan •         Lead the team in carrying out monitoring and evaluation exercises with the support of the area manager and the MEAL team MEAL and reporting •         Develop program monitoring tools •         Organise regular quality control and site monitoring to ensure that activities and services provided are according to standards •         Ensure program monitoring as per expected outputs and outcomes •         Continuously update project documentation and files, according to DRC’s data protection protocol •         Develop and undertake needs assessments to inform program design and strategic direction •         Conduct frequent rapid needs assessment in the event of emergencies, in collaboration with other stakeholders and DRC’s emergency sector •         Report according to donor guidelines •         Participate in preparing monthly/quarterly/annual highlights/reports •         Write monthly management reports detailing achievements of the protection team •         Work closely with the Area Manager, the Head of Programme and the Protection Specialist to develop quality proposals, concept notes and budgets Coordination and representation •         Collaborate with relevant internal and external technical experts on sector relevant issues •         Represent DRC at meetings and other relevant technical coordination meetings (such as the protection sub-cluster or CP AoR) •         As Project Manager, the post-holder is responsible for the following: •         Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility (protection) •         Accountable for making significant decisions on what the protection sector does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources. •         Accountable for people management of direct reports of 4 officers. This includes hiring & dismissal, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc. •         Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC •         Perform any other relevant tasks as requested by the Line Manager     Experience and technical competencies: •         Minimum 5 years of practical experience in sector area working for an INGO, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority. •         At least 3 years' experience with people management •         Proven management skills and a competence in people management •         Documented skills in project planning and design, drafting, calculation and technical writing •         Experience in project development •         Experience working with national partners, local/government authorities, and UN organisations •         Excellent skill in MS Word, Excel, and PowerPoint •         Commitment to learning and implementing organizational policies and procedures. •         Full professional proficiency in English •         Field experience   Functional Skills: ·         Team Work ·         Good communication skills ·         Strong organizational and problem-solving skills with analytical approach ·         Must be able to work independently with limited supervision ·         Ability to strictly adhere to deadlines ·         Readiness to sign and abide to a Child Protection policy ·         Readiness to commit and adhere to values, mission and vision of DRC   All DRC roles require the post-holder to master DRC’s core competencies: ·         Striving for excellence: Focusing on reaching results while ensuring efficient processes. ·          Collaborating: Involving relevant parties and encouraging feedback. ·          Taking the lead: Taking ownership and initiative while aiming for innovation. ·          Communicating: Listening and speaking effectively and honestly. ·          Demonstrating integrity: Upholding and promoting the highest standards of ethical and professional conduct in relation to DRC’s values and Code of Conduct, including safeguarding against sexual exploitation, abuse and harassment.   Education: ·         Master's degree in political science, international development, economics or other relevant field Languages: ·         Fluency in written and spoken English. ·         Fluency in local South-West Cameroon Languages Knowledge of context: Minimum 10 years working / studying / living in South West or North West Cameroon.
