  POSITION DESCRIPTION   Position Title:      Warehousing and Distribution Advisor (WDA) Supervisor:       Deputy Country Director   Project: USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSCPSM) project in Cameroon   Background:   The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.   At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: •    Global Commodity Procurement and Logistics •    Systems Strengthening Technical Assistance •    Global Collaboration to Improve Long-Term Availability of Health Commodities   GHSC-PSM is seeking a Warehouse and Distribution Advisor (WDA) who’s primary role is to provide technical leadership on warehousing, inventory, distribution, and transportation management activities.  The WDA will also ensure close coordination and monitoring of the 3PL activities in the country. Moreover, the WDA will closely coordinate strategies and actions with other project teams such as LMD, M&E, FASP, Lab, Operations, Finance, and the TO2 team. As the lead of the W&D function, the specific responsibilities include, but are not limited to, the following:   •    Develop and maintain documentation on good warehousing and inventory management practices. •    Provide coaching to Regional Logistics Officers (RLO) and field logisticians in warehouse and distribution management. •    Collaborate with the procurement specialist and operations team to ensure efficient tracking and distribution of products received in Cameroon. •    Support all RLOs and RFHPs in the preparation of their supply and distribution plans. •    Coordinate transportation operations of HIV health commodities to PEPFAR-supported Service Delivery Points (SDPs) by Third-Party Logistics (3PL), ensuring that standard practices and appropriate procedures for distribution are maintained as stipulated in contracts/work orders.  •    Evaluate storage and transportation needs at all levels of the supply chain in Cameroon and ensure required storage capacities are met. •    Draft all requests (PAR, PO, Sub-TO) for storage and distribution activities. •    Assist RLOs in the preparation of partner invoices related to storage and distribution. •    Contribute to the establishment, updating and technical follow-up of storage and distribution contracts with service providers and stakeholders in the field. •    Ensure that proper follow-up and recording of incidents related to storage and distribution are done according to the procedures; monitor problem resolution and evaluate losses in case of such incidents. •    Provide support in transportation tracking technologies. •    Carry out random inspection of vehicles, ensuring that vehicles deployed by 3PLs are suitable, appropriate and meet set standard as stipulated in the contracts/work orders for the provision of transportation services. •    Perform any other duty as requested by the Deputy Country Director or his/her designee.   Job Qualifications   1.    Bachelor’s Degree in Public Health and/or Logistics management or related disciplines. 2.    Strong understanding of the Cameroon public health and pharmaceutical sector. Previous donor-funded field experience (e.g. PEPFAR, Global Fund, etc.) desired. 3.    Specific experience in supply chain related to HIV/AIDS, Malaria, TB, or other public health program strongly desired.  4.    At least 5 years of relevant work experience. 5.    Excellent interpersonal skills and demonstrated ability to interact professionally with staff, clients, and stakeholders.  6.    Excellent ability to manage priorities and operate a variety of activities in a time- sensitive environment and meet deadlines with attention to detail and quality.  7.    Demonstrated intermediate computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.  8.    Fluency in French is required.
