JOB ADVERSEMENT A-    BACKGROUND Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations. The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up. Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response. These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon. In the context of this project, CHP is recruiting a M&E Assistant with the following criteria: CONTRACT PERIOD: 8 months, beginning from February 15 2023 PROJECT PERIOD: 5 years PLACE: Douala CONTRACT TYPE: CDD TRIAL PERIOD: 3 Months Renewable after evaluation. B BASIC FUNCTIONS Under the supervision of the Monitoring and Evaluation Coordinator and in collaboration with the technical staff of the program, he/she will be responsible for contribute effectively to the implementation of the data collection, compilation, analysis and transmission system. Responsabilities: 1)    Capacity building for M&E teams (25%) Assist the M&E Coordinator in: ▪    Manage the M&E teams of partner CBOs to support CHILL's programmatic activities and ensure that they are monitored and evaluated in a timely, effective and efficient manner. ▪    Supervise, train and supervise the M&E focal points of partner organizations to strengthen their technical capacity, exchange knowledge within M&E teams and provide professional development advice. ▪    Facilitate the use of data dashboards by M&E officers in partner organizations. ▪    Provide training or refresher sessions for CBO staff as required, with the support of the CHILL M&E Manager. ▪    Monitor field data collection equipment and ensure proper operation. ▪    Prepare terms of reference and all documents for each training session. The incumbent will have a proven record in M&E Office, strong interpersonal skills, and a history of working successfully in teams. 2)    Data management and quality (35%) Assist the M&E Manager in: ▪    Identify the strengths and weaknesses of existing data collection and management systems and propose solutions. ▪    Suggest ways to facilitate data collection and data flow within the Program field teams. ▪    Ensure that the M&E focal points of partner organizations have a good understanding of the monitoring indicators for all activities and how they are calculated for the preparation of activity reports. ▪    Ensure accurate and timely data matching for weekly data verification and validation meetings within partner CBOs. ▪    Conduct field visits to ensure the quality of the data collected and verify the accuracy of the reported data. ▪    Organize data quality assurance sessions in the partner organizations in charge (Weekly data verification and validation - Routine data quality assessment). ▪    In collaboration with technical staff (OBC and CHILL), develop plans to improve data quality. ▪    Monitor the implementation of data quality improvement plans in partner CBOs. ▪    Collect and validate the monthly physical reports of the CBOs in charge. ▪    Properly archive any project document. ▪    Ensure that the data entered in CommCare is entered and verified at the level of partner sites/organizations. ▪    Ensure that the CommCare database is downloaded every weekend. ▪    Fill in the weekly data compilation files and send them in a timely manner to the M&E Manager in Yaoundé. Data analysis and use (25%) Assist the M&E Coordinator in: •    Ensure the availability and use of standard operating procedures for data management at CHILL project sites. •    Ensure that CommCare's dashboards are updated for rapid data analysis by the program and partner organizations. •    Analyze the collected programmatic data and make them available to CHILL's technical staff, managers of partner organizations to guide decision-making. •    Provide technical assistance to M&E officers in partner organizations for data analysis and presentation. •    Ensure, in close collaboration with the technical staff of the CBOs, that data review meetings are held at the level of partner organizations to improve the service offer and project results. •    Validate monthly reports from partner organizations and provide feedback. •    Actively participate in updating the mapping of hot spots and the estimation of the size of key populations in the intervention areas of the CHILL project. 4)    Other (15%) Perform any other task requested by the direct or indirect supervisor. Supervision received: The M&E Assistant works under the general supervision of the M&E Coordinator. The latter and the incumbent will review roles and responsibilities together, set goals, objectives, expectations and results to be achieved. The incumbent will be expected to seek advice and assistance as required. C.REQUIRED SKILL •    B.A. in Public Health, Social Sciences with 3 years of professional experience in a related field. •    Fluent in English and Nepalese languages. •    Must be strong and have team player skills. •    Focus on results and detail and ability to work with a sense of urgency in a multicultural and diverse environment. •    Ability to work with target groups are people living with HIV and AIDS. •    Good interpersonal communication skills and calm even under pressure. •    Ordering in report preparation, event note and record keeping. •    Proficient use of the computer (especially in Excel) on office packages, e-mail and the Internet. •    Priority will be given to applicants from disadvantaged and disadvantaged groups, women and people living with HIV (PHAs).
