Job Description
1. Position Information
Office: UNDP Cameroon/Regional Stabilization Facility for the Lac Chad basin – Cameroon National Window Project
TITLE: Adminsitrative and Finance Associate
2-Office/Unit/Project Description (max 300 words)
Briefly describe the office/unit/project structure and context
For several years, UNDP, with the support of various donors, Japan, Germany, Sweden and the European Union, has made early recovery and stabilisation within communities hard hit by the crisis a priority.
More recently, UNDP has committed to the implementation of the regional stabilisation strategy, adopted in May 2018 by the States Parties of the LCBC and endorsed by the African Union.
In order to implement this strategy, UNDP has proposed a regional facilitation programme to the concerned states, which was officially launched at the second governors' forum held on 17 July in Niamey. On 7 October 2019, Cameroon held a Steering Committee meeting on the National Stabilisation Window, which is a variation of the regional stabilisation project.
The socio-economic situation and the endemic unemployment of youth and women in the intervention zones call for immediate interventions to consolidate the trend of return and the setting in orbit of an irreversible stabilisation. The implementation of such immediate actions requires within the National Stabilisation Window team the presence of an Information technology, Database and GIS Assistant who will work under the supervision of the Project Coordinator in collaboration with the whole team based in Maroua and Yaounde as well as with colleagues from other projects.
Rationale / background and the objectives of the unit or project
The project has three key objectives:
To maintain a minimum level of security in the intervention areas;
To address urgent needs for basic social services and infrastructure;
To provide immediate opportunities for access to sustainable livelihoods
The achievement of these objectives is guided by three main principles:
Provide a different delivery model;
Radically changing the scale and nature of interventions on the ground;
Simultaneous coverage of a range of areas (in all 4 countries) in agreement with the civilian and military authorities.
Briefly describe how the required services will contribute to the work of the unit/project
To achieve the expected results, the implementation of the project will require financial expertise for budget monitoring, reporting to the various donors (dashboard, disbursement plans, etc.). In addition, as the Maroua field office manages the entire Far North and North region, good budget planning, meticulous monitoring of activities and the rigor of a financial expert is necessary.

The project is subject to many challenges :
The project’s interventions are planned in areas still under attack by armed terrorist groups
Maroua duty station is far from the national capital and in a very difficult climatic region
The contractors are for the most part unprofessional
3. Scope of Work (5 to 7 items only)
Briefly describe the required activities (scope, location, subjects, etc.) and other information that will help prospective Contractors understand the nature of the work
Financial expert will be based in Maroua and will assist the Project manager in the day-to-day management of the Stabilisation Project. He or she will be responsible for ensuring the following outputs
In administrative matters: Supervise and coordinate all financial activities, supplies and purchases
In financial matters: Conduct a financial normative watch and ensure the interface vis-à-vis UNDP headquarters and partners; ensure internal control to ensure strict compliance with administrative and financial procedures.
In terms of HR: ensure staff administration and implement HR policies within the team;
In budgetary matters: Set up a budget monitoring table; make budget adjustments and corrections, monitor employee expenses in line with validated PTAs
In operational matters: Ensure the effectiveness of operational systems to ensure the good quality of services provided by companies; Advise the team in the implementation of activities
If applicable, include any relevant literature/data/information/policy framework that may be required for each activity.
In order to achieve these results, he or she will be specifically have :
• Technical skills :
Have a good knowledge of accounting and budget management tools,
Have a good knowledge of budget monitoring tools,
Have good knowledge in the preparation of financial reports,
Classification and archiving of essential accounting and administrative documents,
Have a good knowledge of the preparation of audits,
Perfect use of Microsoft Word and Excel software and electronic communication and mail management.

4. Institutional Arrangement

The Financial Associate will work on the direct supervision of the Project manager, Head of the Stabilization unit.

6- Minimum Qualifications of the Successful NPSA
Min. Academic Education:
High school diploma min is required;
Or
Bachelor's degree in in Management, Finance, Accounting, Administration or equivalent will be given due consideration
Min. years of relevant Work experience
At least three (06) years’ experience in Administrative and Financial / Accounting Assistance, with a strong foundation in finance and / or accounting with high school diploma (3 years for Bachelor’s degree holders)
Required skills and competencies
• Excellent organizational skills and be able to produce quality results on time;
• Good knowledge of the field of administrative, financial management and financial procurement procedures;
• Good skills in logistics support;
• Have a good knowledge of the administrative and financial procedures of the United Nations system;
• Work experience in administrative and financial management with an international organization (International Organization / SNU) is a great asset;
• Justify good writing skills (correspondence, reports, etc.);
• Knowledge of the preparation and organization of workshops and seminars;
